There is no such thing as a 'SIP ID'.

Based on your comments, it sounds like the R-URI does not contain a
'user' portion.

It is syntactically valid and is RFC compliant. Whether it is acceptable
for your UAS is up to you to decide. If your UAS can't accept it
(because it requires the 'user' part for SUBSCRIBE requests), why does
it matter whether it is RFC compliant or not?
