Yea, the UAS probably has a setting that is limits the size of SIP packets.  As mentioned below, ACME has a setting that limits SIP packet size for security reasons.  Although, I'm not familiar with openSER, it probably has the same setting somewhere in the config for security reasons.  So, you have two choices here:

1)      Find out why your SIP packets are so large and modify the UAC config to accommodate openSER's settings.

2)      Find the setting in openSER that limits the packet size and incrementally increase it until you no longer get the 513 error message (keep in mind that if you are doing BLF, SIP packets can get pretty big..in most cases, requiring the use of TCP SIP!).

513  (message is too large response) is used by UAS to indicate that request size is too large to process.
