sdp1 & sdp2 should have atleast one common codec. Otherwise call must be
ended with 488 not acceptable.
Same thing is apply to sdp2 & sdp 3.
If your controller is having transcoding facility, codec between
A-controller and controller-B can be different.
But it do not have such facility, both A & B must have atleast one common
codec to establish a call.

I would think it should either allocate a transcoder or the call should fail
