[SIPForum-discussion] Register without contact header

REGISTER requests *MAY contain a Contact Header field *with zero or more
values containing address of bindings

UA Must not Send a new registration until they have final response  from
the register for the previous or previous request has timed out. because
Contact header filed containing new values  as opposed to a re transmission.
