When you are calling from SIP to PSTN, it doesnt get converted to MGCP.
MGCP is a protocol like Megaco in which the MGC controls the MG.
In other way you can say that MGC and MG interact via MGCP.
So SIP will be converted to ISUP and ISUP to SIP by the MGC.
Hope it clears your doubt.
And there are MGCP users which are connected to the MG.
