This is happening at the call setup and then the phone send a PRACK and the call is canceled, is this has anything to do with the silent supp=0 being sent in the SDP header?

This used to be a way to indicate call hold, meaning they want to send you a ring tone, but don't receive any media. The reason why we do not recommend this is that this also blocks RTCP. The a=sendonly attribute would propably be a more "modern" way of indicating the same.
