[SIPForum-discussion] Is space allowed in replaces header of Refer message

Hello,

I am getting an Refer message where Refer-to header's replaces parameter has
space between "=" and Call-ID using its ascii value.

is it correct behaviour,

not getting anything like this in BNF notation.

example

Refer-To: <sip:dave at denver.example.org?Replaces=*%20*12345%40192.168.118.3%3B
          to-tag%3D12345%3Bfrom-tag%3D5FFE-3994>
