Yes, you are right. The response should be "491 Request Pending" and
allow the other party to retry after some time.

This is a glare condition in telephony in which both ends seize a truck
at the same time.
I feel , When both the UAs are waiting for the response and if it
receives re-Invite request, both UAs will send 491 Request Pending
response to resolve the issue.
The reconsideration algorithm in SIP is for the user agent to generate
a delay (randomly selected within a range determined by if the user
agent send the initial INVITE or not) then retry the re-INVITE, assuming
that another re-INVITE has not been received in the meantime. In this
way, one side or the other will "win" the race condition and have the
re-INVITE processed.
Please correct me know if I am wrong.

What could be the UA2's SIP response to a hold request when UA2 itself
trying put UA1 on hold
& hold is in progress(some state in INVITE/200OK/ACK).
Race between two hold request.
