Hi,
   Full ISUP message will included in the content, with content-type as
application/ISUP
Information about the Media can be carried in seperate
content-type=application/SDP.

SIP-I contains the whole ISUP message buffer that includes the CIC, Called,
calling, TMR/USI...

When are you doing the manipulation of tel-URI? If the Tel-URI is a derived
number as a result of a service/Routing handling, then I suppose this should
be reflected in the ISUP content as well.
The updated Tel-URI can be updated in Called Number Parameter, and the
previous called number can be placed in Original Called Number Parameter.

The receiving Switch will have routing for the original called number alone.
Here, the IISUP Appl. of SS7 stack shall replace the called number with
Original Called number.

If the Manipulation of Tel-URI is done just to reach the next hop, then
updation on Tel-URI is enough. The receiving IWU shall give priority to
Tel-URI, if there is a mismatch between Tel-URI and the Called Number
parameter in ISUP.

Hope this justifies.
