Hi Santosh,

The selection of these two methods is always implementation specific.

But as a general practice

c = 0.0.0.0 is used when the call is to be put on hold with out any RTP.

a = inactive a=recvonly  a= sendonly are used when 'music on hold' has to be
played to the CPE.
