Hi K,

Glare occurs when two endpoints, party a and party b, send a re-invite to each other at about the same time.  So, from the perspective of party a, it has just sent a re-invite to party b and instead of receiving a 1xx or other response message it gets a re-invite, causing it to not know how to proceed.  As an example, both parties might invite each other, simultaneously to a conference center.  Or another example, both endpoints, involved in a voice call, might invite each other to a video call.  This is described in RFC 3261 under re-invite, including what the endpoints should do.
