All,

The proxy cant generate the provisional responses of its own except for
100,181 and 182.
The 180 and 183 has to be sent from the UAS which the proxy only can
forward.
And reliablity is usualy (and always) done with 180 and 183.
So if you want to say that when proxy can send relaible provisional
responses, then the answer is as soon as it gets them from the UAS.
But certainly it cant generate them on its own.
