[SIPForum-discussion] Reliable provisional response

One of the scenario is when  a proxy receives an invite from client A and
forks to multiple Clients  eg. B & C. In this case the client B & C begins
alerting client A by sending 2 provisional responses.

The 2 provisional responses are identical except for having different TO
tags & contact URIs.

The PRACK method is used to acknowlegde receipt of reliably transported
provisional responses. The UAC generates the PRACK when a provisional
response is received containing Rseq & 100Rel headers.
