On Top of Sam's input. What you should see is how smart the server code is able to use the hardware resources.  Generally, the software and hardware are very tuned in deployments. For example the number of threads in application should be tuned with the processing cores of the hardware. The percenatge of idle CPU will tell you how better your software is using the hardware.
 
There are tools which can tell you the bottleneck in software code. You can improve that portion of code to get better performance

Performance could also be dependent upon the hardware you use,
the memory & cpu 
the application threads
the logs generations
the tandeem calls
the presence mechanism
the registerations
the nat translations
the transcoding allowed
