Hi,

As per my knowledge, this is a standard defined by RFC 4040. may be you can say it as a pseudo codec.
Generally VOIP media GWs processes the data along with packetization or depacketization, ex. Echo cancellation, DTMF detection.. etc. But in some cases, the data should not be processed except packetizing. In such cases, the data should be sent transparently in RTP with out processing any thing.

what is the meaning and use of clear channel codec and any standard defined by ITU for this or its propitiatory codec?

 In SDP or 200 Ok while response coming from PSTN or TDM side to SIP it will show same codec or any different field which denotes clear channel codec present in response.
