HI,
The expire in contact header is talk about the expire time to register for that contact. Contact headers contain more that one contact.. each contact may have different registrar. so each contact have the expire time. If there is no expire time. It will take expire header's time value for each contact.

The expire header is talk about the expire time for the sip message. Contact header doesn't have any expire, it will take the value from this header....
