[SIPForum-discussion] Where should INVITE w/o SDP needs to be sent in call transfer scenario

Hi all,

In a scenario such as the call is established between A and B, then B wants to 
transfer the call to C with using Invite without SDP method, where should the 
invite needs to be sent ? Should it be sent  to the transferee (A) or transfer 
target (C) ? Any RFC reference would be greatly appreciated.
