ITU specification Q.1912.5. describes about this.

SIP-T from IETF is for communication from call server to call server. SS7 is
embedded into SDP of SIP.

SS7 over IP uses SIGTRAN, and has nothing at all do to with SIP. This is
probably not the best place to ask questions about it...
