Hello Rambabu,

If I am not wrong, I have worked with you.

As far as I understood your question is: Can UAS send 180   with Require:100rel and RSeq header without SDP if it receives INVITE with Supported header contains 100rel?

This will depend upon Your call flow.

Whether INVITE was sent with or without SDP?

180 is first reliable provisional response after INVITE?


The initial offer MUST be in either an INVITE or, if not there,in the first reliable non-failure message from the UAS back to the UAC."



According to RFC 3262 "

  If the INVITE contained an offer, the UAS MAY generate an answer in a reliable provisional response (assuming these are supported by the UAC)."
