A reliable 1xx does not need to contain SDP unless the INVITE did not contain an SDP offer and it is the first reliable 1xx from the UAS.

According to RFC 3261:
      o  The initial offer MUST be in either an INVITE or, if not there,
         in the first reliable non-failure message from the UAS back to
         the UAC.
