Hello,
       Ideally in your scenario there should not be a 180 ringing response
as the call would not have landed to the terminating client as the 484
response generally comes for an incomplete dialed number when it is compared
with the dialing plan configured in your server.One point that you can note
here is the server (In which the dialing plan is configured) will send a 484
response after a dial digit wait timer (This  timer is the times taken
between digits for dialing) expiry.
