[SIPForum-discussion] SIP "to" header

Hi,

  RFC 3261 specifies the Proxy Behavior in the section 16, where 16.6 says 
Proxy MUST NOT modify the TO header in its received Request while 
forwarding this Request.

Is it legal to change/manipulate the "to" header while proxying the requst 
to next point ?
If not, could you provide me an RFC doc ID.
