Hi Ashok,
It is not compulsory at all to place the active call on hold while
performing the blind transfer activity. But that is best practice to stop
the media stream since you don't want to remain in speech and your media
channel remains open during transfer state.

    In blind transfer scenario , is the connected call should be in hold
state whenever it tries for referring (using REFER method , refer-To header)
to other
party?Is this application or service specific or any standards specify this?
