[SIPForum-discussion] Is call should be always in hold state when UAC is referring to other party in Blind transfer?

Hi All,
 
    In blind transfer scenario , is the connected call should be in hold
state whenever it tries for referring (using REFER method , refer-To
header) to other
party?Is this application or service specific or any standards specify
this?
