Hi Anthony,

I am not entirely sure. If possible I shall test this some time and get back to you. 

In the meantime, theoretically speaking since VIA headers can contain IP address or URIs, and it is possible for URIs to NOT have ports I would guess it should be valid. 

If your device is behind a NAT device, then there should be a static mapping on your NAT device to route the packet to the appropriate UA.
