3261 section 20.1

Header field where proxy ACK BYE CAN INV OPT REG

m: The header field is mandatory.

content length header require when you have SDP or any other protocol
attachment with SIP request.

Also i can see the "^M" in your all the headers. Could you please remove
that and then try to send the REGISTER request.

this M come with SIP trace software nothing to do with SIP message.
