When User B initiates the BYE request, it  immediately releases its media
resources and wait for the next call. It won't wait for the 200OK to be
received from the User A.

Regarding the transaction state::
It should keep the same transaction state for unreliable transport layer.
User B should retransmit BYE until it gives up or timer expires.
For reliable transport layer like TCP it's implementation specific not to
retransmit BYE.
