Hi,
 
As per my knowledge the INVITE transaction is still not complete. As
this is non 2XX response hence ACK is part of transaction.
Considering this, the Proxy must reject the INVITE with 491 Request
Pending.

Can any one help me with one scenario:

Normal scenario:

A ------ (INVITE) ------> Proxy --------(INVITE)-------> B
A <------ (407)---------- Proxy <--------(407)---------- B
A ------ (ACK)---------> Proxy -----------(ACK)-------> B

A ------ (INVITE) ------> Proxy --------(INVITE)-------> B
A <------ (100)---------- Proxy <--------(100)---------- B
A <------ (180)---------- Proxy <--------(180)---------- B
A <------ (200)---------- Proxy <--------(200)---------- B


But if A don't send ACK of 407 then what proxy should do for INVITE with
cseq-2.
