Hello Murali

484 address incomplete is means that number you are dialing in not complete.
like if you configure your server man number of dialing digits 10 and if you
dialing less then 10 digits your server send you 484 address incomplete
error code.

 Is there any criteria that it should be preceded by 180 ringing ??
No, May be your endpoint give you false ringing and if your server send the
request to other server or pstn network then may be some server generate 183
session progress but not 180 ringing any how.
