SIP trunking is not banned in India at all. Only thing which is banned is to
terminate the call between IP and PSTN so you can't make call to PSTN in
India using SIP Trunking (no one in India will provide you this service
officially). However, you can call to other countries where call termination
between networks are allowed. E.g., Reliance, Sify, Tata etc are fully
operational in India as SIP trunking providers.

Unless better sense has prevailed of late,  the Indian Government forbids
the use of SIP Trunking for toll bypass. 

In other words, you cant have it! Like many things in India, it is BANNED (
Stalinist central control policies in action). 

I would love to be proven wrong on this score so if you know otherwise,
please post.
