This depends also on what kind of programming you would like to do.
If you ant to program at the server side (which I guess) than look at the
programming model of the open source SIP servers like OpenSIPS and Kamailio,
where a script language and loadable modules are used.

An alternative to that is SIP servlets (JSR 289).
