Hi Chethan,
 
In the below call flow:
487 is going first from the UE-2 to UE-1, which will completely clears
the INVITE transaction, if this happens UE-2 may not able to send the
200 OK for CANCEL.
So it is advisible to send 200 OK for the CANCEL first and then send 487
for the INVITE.

UE 1                                    UE 2
    --------------INVITE-----------------> 
    <---------- 100 Trying---------------
    <---------- 180 Ringing-------------
    -------------CANCEL----------------> 
    <---------- 487 (INVITE)------------
    <---------- 200 OK (CANCEL)----
 
Please forward me the RFC Section where it is stated that on receiving
cancel we should respond to Cancel Request first before we send final
response to Invite Request.
