[SIPForum-discussion] How can we Handle Glare/Race Condition at SIP

My Scenario is like this.
 
There User A and User B.
Both  of these Users are Register through One Common Proxy.
 
What will happen If Both User try to call each other at same timie stamp.
 
in other word 
 
"User A tried to make a call to User B and at the same time User B also tried to call User A".
I guess when User A tied to Call B and Server give the 4xx response that USer B is Busy.

But Actually User B also tried to make a Call to User A.

 So Do we have any procedure to Handle the this Race/ Glare Control in SIP ??
