Satefull proxy sets Timer C for this purpose which should be more than
3 minutes.
You can use this behaviour. But in general RFC doesn't say that you
need to drop Timer B when entering PROCEEDING state. At the same time,
I think the value of 64*T1 is too short...
May be you should get some ready sipstack library and check it out ?
