[SIPForum-discussion] Sip message for Switched off Mobile Phones

Hi,

If mobile phone is switched off, that means it is not registered and
no message will reach it. The domain node serving the unreachable user,
implementing location service will answer any request targeted to that user
with 480 temporarily Unavailable response.
