Hi,

Any codec less than or equal to 95 are well known (standard codec) and
anything above 95 are dynamic codec.

Every sip entity which wishes to use these codec (above 95) need to
specify the specific event that it wants to associate with that.

So with any codec above 95 (dynamic codec) an attribute should be
present which can educate the far end about the event the offerer wishes
to attach with that codec.

So the answer is both are correct as far as both are mapped to the rtp
event.

Example :

Content-Type: application/sdp

Content-Length: 177

v=0

o=user1 0 0 IN IP4 164.164.8.93

s=-

IN IP4 164.164.8.93

t=0 0

m=audio 6000 RTP/AVP 0 8 18 96

a=ptime:20

a=rtpmap:96 telephone-event/8000

a=fmtp:96 0-15

a=sendrecv

Regards
ABHISHEK
