[SIPForum-discussion] Does a 100 response code create an Early Dialogue ?

In section 12.1 of RFC3261, it says that 2xx & 101-199 codes create dialogs.
(i.e. Explicitly excluding a 100 Response code) Section 12 also says that an
early dialog is created when a provisional response is received.

Section 12.1 also mentions that section 13 details more about details about
INVITE dialogs

The section 13.2.2.1 heading is "1xx Responses", and the text says that
provisional responses create an early dialog.

My question is:

After an INVITE, does a 100 response code cause the creation of an early
dialog (as implied by section 13.2.2.1) or does a 100 response not count (as
per 12.1) ?
