Hi Shiba,

Pls find the response below.

1) 580 Precondition failure is sent when you are unable to reserve
resources at local end. In IMS, this means, secondary PDPs can't be
activated. i.e. Bandwidth can't be reserved on network. This
reservation is of segmented type.

2) You can enable precondition by sending INVITE with Require header
having value "precondition" and support of 100rel. Also, one or more
"mandatory" strength-tags are mentioned in SDP.  You can mention the
strength tag, precondition type and direction of reservation in SDP
per m-line as "a" line attributes. Pls refer RFC 3312.
e.g.
         m=audio 20000 RTP/AVP 0 8
         c=IN IP4 192.0.2.1
         a=curr:qos local sendrecv
         a=curr:qos remote none
         a=des:qos mandatory local sendrecv
         a=des:qos mandatory remote sendrecv

3) 580 is in response to INVITE request only.
