Try with miTester for SIP - an open source testing framework for any SIP 
application testing.
Here is the downloading link.
https://sourceforge.net/projects/mitesterforsip/files/miTester%20for%20SIP/Release%202.1/
Its uses XML based script for the testing that enables you to create 
custom SIP messages / packets.
