[SIPForum-discussion] b2b ITSP module regarding refer?

I am designing a fully B2B ITSP calling module.

I have a scenario like:

phone A -- sipServer- ITSP Calling Module as like gatway-- phone B , Phone C

if Phone A dial to B.
normal call goes.

But what should i do when B transfer the call to C.
Then on ITSP side i get the refer.
Whether I have to pass that refer to A or should i just change the rtp port.
Means earlier i was sending rtp to A now i ll send it to B.

Please tell me regarding rfc its right or wrong.
