If you want a pure Sip proxy, You can try downloading SIPX. Or you can try SER - SIP Express Router

I am new to the SIP and i am working for one of the ITSP. I am looking for a SIP proxy used in Enterprise level / Service provider level for free download . I would like to do some practicals on it.
