Wireshark does occasionally seem to exhibit this problem. This
typically occurs when you're running SIP on non-standard (non 5060 and
5061) ports. The problem seems to be in detecting and decoding SIP.
The SIP packets are in your capture, but they are labeled as UDP or
TCP.
