What aspect are you looking for?
 
Transmission of text in SIP calls is specified in RFC 4103. Video may be
included in the same call.
Transmission of timed text linked to streaming video is specified in RFC
4396
Transmission of text embedded in the streaming video stream is specified in
an Annex to H.263 and somewhere in MPEG-4.
 
Or is it the local terminal action of displaying text in the same area as
video you are looking for?
