Hi Ravi,
 
Isnt Blind Call Transfer capable with your requirements?
I found this from google but of course from RFCs or google you can fnd more info.

Please let me know it is allowable to do the un-attended transfer for a call in "An unanswered call in ringing state " according to the standard .
