It is possible to load balance an Asterisk or SER/OpenSER. 

You can also do as basic as DNS round robin to load balance incoming
requests/calls.

Also look for Vovida loan balancing proxy.

And of course there are SBCs (e.g., Newport Networks, ACME Packet's
SBCs), but load balancing is only one of their many features
(supposedly).
