a=inactive indicates that the caller waits for RTP/RTCP packets from the remote before sending his own RTP/RTCP packets. 
a=active indicates that the callee should wait for RTP/RTCP packets from the caller before sending RTP/RTCP packets.
This is done for traversal through NAT, where in the UA which is behind the NAT need to use any STUN requests to find the public address for the RTP/RTCP ports. Another point is that the UA which is not behind the NAT should send its RTP/RTCP to the source ip & addr of the UA which is behind NAT.

Someone could help me to find what means the value a=inactive in the SDP .
Which is the RFC where I can get some info about?
