As stated, the To header specifies the AOR ,similar to the destination 
e-mail address.
The Request URI gets modified by the intermediate proxies /SIP application 
servers etc ,but the TO Header remains the same.

For example the Request-Uri of  'charles at cmpy.com ' gets modified as 
'charles at cmpy.fi' ..., 'charles at ncmpy.fi.tak' - in this example name 
resolution is the reason for the 
Request-URI being changed.

Alex,

As far as I know, the Request-URI should be the FQDN and the To header
could be the AOR.

For example, To header may be Alex[alexzhang at gdnt.com.cn] but the
Request-URI should be "alexzhang at gdnt.com.cn"

Can anybody explain the difference between the usages of the To Header
and the Request-URI in the start line? They both specify the destination
of the invite message, but which is used to the real routing purpose?
And how the rest is used?
