Soman, I think what you are looking for is Caller
Tunes. Generally the serving MSC of the Called
Cellular subscriber will play the caller tune if one
has been subscribed to otherwise a normal Ringing tone
is played.   In your case of SIP-PSTN interworking,
for a PSTN terminated call, the PSTN would play this.
For SIP termination call, a B2BUA or an IMS based
Application Server can play this.  For SIP cases, you
can also specify an alert header with the required
tone and its download information. The terminating SIP
User device, can download this and play it locally.
