Hi Santosh,
For an outgoing call if its on-net and proxy is involved only then call will be established based on registration status of called party.In the same scenario if the UAS is B2BUA or lets say UAs are hooked up to a 3PCC then call will be rejected based on registration status of calling party as well.For offnet calls behaviour may be changed.
In case of incoming calls the registration status of the party involved is always checked..hope it clears the cloud

  Hi santhosh,  In the first scenario UserA is calling UserB,when User A calls UserB proxy  looks in the location service to get the contact of the User B and checks for the UserB's registration is valid or not .Since it is valid ,the call is established.
