The user would still need to get authenticated when it sends out the
INVITE. If the authentication for the INVITE passes (it uses the same
credentials as the authentication pwd for registrations), you would
accept the request for the outbound call and bill based on the billing
record created by that call.

doesn't everything go haywire then ? un-regged user makes call.. who
gets charged ?
